Job Title: Lead Day Services Coordinator
General Summary: The Lead Program Coordinator position is responsible for overseeing The Day Service program or programs with a broad range in scope.
Duties are based on the assigned program and generally may include, development, coordination, and evaluation of the assigned program(s), and participation in the more complex aspects of the work.
Lead Day Services Coordinators will possess technical and professional knowledge, skills, and abilities relating to the assignment as well as leadership skills necessary to administer the program.
Activities related to these responsibilities include long-range planning, controlling, evaluating, communicating, and general overseeing of assigned staff and facilities.
Direct Report: Growth Development & Strategic Planning Director Salary Range: TBD QUALIFICATIONS: Educational and Experience Requirements: An Associate's Degree in a health, social service, business or related field and 3 years of work experience in program administration, development, evaluation, and /or contract administration; OR Experience in program administration, development, evaluation and /or contract administration is preferred.
Knowledge Skills & Abilities: Knowledge of: Program and contract administration; Principles and practices of supervision; State regulations governing services or program area specialties; Principles of program evaluation and monitoring; Methods and techniques of data collection and statistical analysis; Budgeting procedures and practices; and Key components of cultural competency, awareness of differences, attitudes, and beliefs to effectively and appropriately work across cultures.
Knowledge of and the ability to effectively assess individual client day service’s needs.
Client needs will include such things as interests in community activities, amount and type of staffing required, transportation needs, coordination of special interventions for medical, nutritional, or therapeutic needs.
Knowledge of and ability to effectively coordinate Day Services through effective oral/written communications, planning, and allocation of needed resources, supervising, staff training methods, preparing/monitoring budgets, utilizing sound decision making processes and formulating, implementing and monitoring staff goals and objectives.
Knowledge of and ability to effectively utilize normalization principles, least restrictive alternative concepts, ISP'S, basic behavior management, programming, and medications administration monitoring.
Knowledge of and ability to effectively lead and develop a team of employees.
Knowledge of Client Intake documentation and procedure Knowledge of Policy and Procedure in regards to PBE’s, RRC’s, GER’s and basic HR Concerns.
Skills to: Provide timely, effective, and efficient customer service to citizens, clients, and other employees; Interact patiently with individuals making inquiries regarding various programs and services, who may have little or no experience or knowledge of the services provided; Work with individuals who may have diverging opinions and viewpoints; and Perform public speaking and presentation effectively and professionally.
Ability to: Communicate and express ideas effectively both orally and in writing; Exercise keen time management skills, balance multiple priorities, and consistently meet time lines and due dates; Work in stressful and sensitive situations; Establish and maintain cooperative working relationships with individuals and groups, be an effective collaborator in a team-centered environment, and work under general direction; Establish and maintain effective working relationships with staff, the public, policy makers, other governmental jurisdictions, contractors, community agencies, and other County staff; Utilize broad technology applications using Microsoft Office Suite or equivalent in documents processing, spreadsheets, data bases, and presentation applications; Lead, oversee, train, evaluate and supervise assigned staff; Design, conduct and direct research and data collection projects including problem identification, analysis, identifying resources, and evaluation; Review proposals, RFP's, and other documents and make recommendations for compliance, meeting objectives; Establish and maintain cooperative working relationships with individuals, whether members of the public or coworkers, from diverse groups and backgrounds; Effectively plan, assign, direct, and evaluate the work of others, including delegating responsibility and authority and assure success; and Carry out policy directives in an effective and timely manner.
Principle Duties and Responsibilities: Coordinates, oversees, and monitors assigned program(s) to assure compliance with statutes, guidelines, budget parameters, requirements; analyzes and evaluates designated program areas to include research, data collection, and review; and analyzes program needs, provides recommendations for budget requests, and presents information to staff and the public.
In cooperation with the Growth Development & Strategic Planning Director, provide a general assessment of current and future Day Service’s needs.
Provide a continuum of Day Services training and services for population served.
Consistently comply with all County/State and Federal rules and regulations as applied to Day Services.
Participate actively in internal and external evaluations and investigations of the programs including internal systems review and CPS/APS Abuse/Neglect investigations.
Participate actively in client intake to gain additional detailed knowledge of the unique needs of each client.
Encourage the involvement of clients and clients' representatives in individual program planning and the planning and monitoring of Day Services.
Provide for the assurance of human and legal rights of developmentally disabled adults in Day Services programs through compliance with all applicable legal mandates.
Ensure that all staff is trained in the basic competencies required to fulfill the requirements of their positions and are involved in ongoing training to continually improve and upgrade services.
Effectively coordinate the Day services to ensure that client service delivery goals and objectives are met in a timely fashion.
Monitor quality of services provided including client programs, client financial systems, facility issues, safety programs and procedures, and other agency systems.
Inform the Growth Development & Strategic Planning Directors of important issues concerning the clients and Day Services operations.
Acts as liaison between the department, local agencies, state agencies, service providers, and the public and makes presentations as required and requested.
Works with technical assistance agencies, providers, and assigned staff to identify technical assistance and training needs of service providers; arranges for and provides technical assistance to service providers; and arranges for or provides consultation and technical assistance and training to partner agencies and programs within assigned specialty areas.
Designs, develops, and implements annual quality assurance plan for subcontracted services and in-house program services; assists with the development and adoption of work programs for assigned programs; and ensures work is consistent with adopted policies and/or applicable laws.
